TINY TIM isn't tiptoeing through the tulips with his manager, Roy Silver, anymore. The split occurred after the singer brought in 130,000 paid attendance at Atlantic City's Steel Pier late last month. His new manager is free-lance writer named Joe Kaufman, who is an associate of Mort Farber, mananger for Johnny Mathis.
